This episode parodys 24, and even the opening sequence says it, literally. The voiceover man even says "Previously on 24 errr...... I mean The Simpsons"

--Spoilers-- The episode is about The mother of all stink bombs which has been planned to detonate at the springfield elementary bake sale which generates 90% of the schools yearly funds, The criminals behind this are Jimbo, Dolph and Kearny,the last bomb ingredient was a mouldy yogurt. Property of Homer Simpson. Skinner and lisa along with milhouse,database and Martin who is a mole for the Jimbo and his gang Start CTU, the counter truancy unit.
the only way to stop the bomb is to get Jack Bower...... I mean Bart Simpson who is the CTU's rouge agent. I won't spoil what happens next though.........
