Release the hounds is one of C.M. Burns catchphrases. However he tends to say it in own mansion as an unknown character, presumably Smithers, releases the hounds, chasing a character who annoys him out of his grounds. In The Simpsons Movie, he is shown to have a button on his desk that does it, therefore he doesn't have to say the catchphrase.
