When Homer got the cable guy to install free cable in his house, he asked if it was legal. The employee gave Homer the pamphlet and told him to read it in case he changed his mind.
The pamphlet states stealing cable is allowed because the cable company corporations are big and faceless. Upon reading this, Homer no longer felt bad about stealing cable.
