Skip Tarrington helped Homer become the president of the home association where the Simpson family lives.
History
After Herb Barnstable complained at Homer and gave him a list of task he must do. Homer didn't want doing the task and with help from Skip Tarrington he become the new president. Homer quited soon as the president after he found out what Tarrington had planned with the neighborhood, which was to demolish all the houses and build homes for millionaires there.
