Helga is the maid of Krusty the Clown. Judging by her name and her accent, she is from Scandinavia.
History
When Krusty called for his whiskey funnel, Helga came over with a glass of whiskey and a funnel. As she walked over to Krusty, she told Bart that he should go as "this is no place for children." Krusty then snatched the funnel, put it in his mouth, and told her to pour the whiskey.
