Zapp Brannigan is a member of the DOOP.
History
When the citizens of Springfield were first transported to New New York, Zapp was seen flirting with Edna Krabappel in a bar.
After the New New York police had rounded up the Springfield citizens, Zapp and his second-in-command Kif Kroker escorted the citizens onboard the Nimbus. Once onboard Waylon Smithers gained Brannigan's trust and staged a space mutiny. Zapp and Kif were forced to go-go dance in cages.
