The new student was a child Milhouse took revenge on.
History
When Milhouse started to take revenge on his classmates using the revenge glove, one of the kids who got given revenge was a new student. The new student explained that it was his first day at Springfield Elementary and he hadn't done anything to Milhouse. Milhouse then told him that he would be given pre-venge, because he would do something to him eventually. The new student was given a Freshman Facial.
