The plot revolves around Itchy (looking noticeably different due to this cartoon being drawn by Itchy's original creator Chester J. Lampwick) strutting around Manhattan while hurting people he meets on the street. Itchy's victims include an Irish person (whom Itchy put through the wringer of an old washing machine, starting with his beard) and President [[Theodore Roosevelt]] (whom Itchy decapitated with an axe). "Manhattan Madness" was the very first cartoon to star Itchy. It was created by Chester J. Lampwick in 1919. The only known print burned up after being viewed by Bart and Milhouse.
