Herbert "Herb" Powell is the older half-brother of Homer Simpson. Illegitimately born to Abe Simpson and Gaby, he was raised by the Powell family and created immense wealth thanks to his car company. The product of a short-lived affair between Homer's father, Abraham Simpson, and a female carnival worker, Herb was adopted by Edward Powell and Mililani Osler. He put himself through Harvard by working odd jobs because his adoptive parents refused to pay for his admission (or may not have been able to afford his college tuition). He then founded Powell Motors, a car company based in Detroit. Herb was overjoyed to learn that he had a birth family and bonded with his nieces and nephew, and - in his role as CEO - allowed Homer to design a car. However, Homer's car was a failure and it bankrupted the company. Herb ended up becoming a street vagrant. He prefers to be called "Unky Herb" by his nieces and nephew, because he thinks the term "uncle" is too formal. He briefly settled in the Simpson household, despite his intense continuing antipathy toward Homer. Homer loaned Herb $2000 (from the power plant, as compensation for making him sterile from radiation), which Herb used to build an invention that translated infantile speech into comprehensible English, based on observations he made of Maggie Simpson. He proceeded to mass-produce his new product and regained his fortune. He then proceeded to pay back the Simpson family the $2,000, but also bought Homer a vibrating chair, Marge a new washer and dryer set, Bart a life membership in the National Rifle Association, Lisa a monthly set of classic novels, and a promise that he will buy something nice for Maggie. (It is also believed Herb did something for the Flanders family to show his gratitude to them for giving him a suit and not making look like a bum anymore). "Pranksta Rap" is the ninth episode of the season 16 of The Simpsons and the three-hundred and forty-fourth episode overall. It originally aired on February 13, 2005. The episode was written by Matt Selman and directed by Mike B. Anderson. It guest stars 50 Cent as himself. Homer and Marge don't let Bart go to a rap concert, so he escapes and tells his parents he was kidnapped, but Chief Wiggum believes the kidnapper is Kirk Van Houten and he arrests him. Theo is the owner of The Institute, an institute where they try and rehabilitate the reputation of people. When Homer had become a social pariah for accidentally pushing Reverend Lovejoy out of a window at the First Church of Springfield, Theo went to see him at Dead Lobster and told him about The Institute. Homer decided to go with him where he was introduced to the other social pariahs; Helen Lovejoy, Jed Hawk, Larry Doogan, and Kirk Van Houten. Theo organized various activities to help improve their reputation with the public again, including cleaning up the ocean, planting trees, and cleaning graffiti. However, these activities didn't work and the public still hated them. Theo then told the group that he had a drastic idea which could work, but the group rejected the idea because it was drastic. Theo eventually talked them round to hearing him out about it. Theo explained to the group that ChumNet, the company that put clickbait headlines on websites, could be used to erase the videos of them from the Internet, by using the Universal Eradication Code on the ChumNet servers. He told the group that they would have to break into ChumNet's headquarters and use a flash drive on the servers to upload the Eradication Code. Theo then told the group that they had already gone through the training needed, which was the public service activities they performed together.
