Chuck is a student in Lisa's class. He first appeared in Bart the General. He has a single tooth always showing. He is seen to be good friends with Richard. He is the kid that asked Lyle Lanley if the Monorail could out run the Flash. His name is revealed in Lisa's Substitute. 

He loves a good Wrigley walk. His father is quite hard on him, chiding him for his verbal gaffees, "We the Purple? What the hell was that" as well as not trusting Chuck to create his own volcano for the science fair.
