The Do What You Feel Festival replaced the annual Do What We Say Festival in Springfield, which had been started by German settlers in 1946. The citizens of Springfield held a "Do What You Feel Festival," where everyone acted on their impulses. Unfortunately, this led to workers neglecting their duties, culminating in an ungreased Ferris wheel coming off its hinges and crashing into the zoo, causing the animals to escape and wreak havoc throughout the town. People began arguing with one another until they collectively decided to blame Bart. They formed a mob to attack him, but Homer rescued him using a parade float. Giving up, the crowd decided to go to the old mill to get some cider.
