The Chinese Spy is a spy disguised as Bart that was hired to find out the Simpson's plan
History
When Madam Wu took Ling from Selma because she can't allow her to be raised by an unmarried woman Lisa thought of a plan but the Chinese Spy found out about it. At the end Homer sees him disguised again as Bart but Homer then Homer said that he was close enough.
