The Chinese spy was a spy disguised as Bart that was hired to find out the Simpsons' plan.
History[edit]
When Madam Wu took Ling from Selma because she couldn't allow Ling to be raised by an unmarried woman, Lisa came up with a plan. However, she didn't want to say the plan because spies could be anywhere. The Chinese spy, who was dressed up as Bart, tried to get Lisa to tell him the plan, but Lisa didn't fall for it.
Later, when the family were leaving China to go back home, the Chinese spy had replaced Bart on the boat. After realizing this, Homer decided that he was close enough.
The real Bart returns in the next episode. It is left unknown when or how he had gotten back to Springfield.
