The Hitchhiker is a man who Bart once picked up while on a road trip.
History
After making himself a fake ID and gaining a rental car Bart, along with Milhouse, Martin and Nelson go on a road trip to Knoxville, Tennessee to visit the Knoxville World's Fair. As they were driving they found a hitchhiker. Milhouse asked if they could pick him up and Bart said yes. The hitchhiker then asked Bart if they could stop for ice cream, to which Bart also said yes.
A little later, as they ate their ice cream in the car, the hitchhiker was telling the kids how he got out of a mental hospital. He said that he didn't think that he was rehabilitated yet, but he figured that the hospital "needed the extra bed."
Behind the Laughter
The hitchiker's appearance and voice are based on that of the hitchhiker from the movie The Texas Chainsaw Massacre.
