William "Billy" O'Donnell is a former private detective.
History
In the present day, Shady Oaks cemetery was being dug up to be replaced with the Cholera Pit Fashion Plaza. When one of the coffins was dug up, it was found that it had two skeletons in. One of the skeletons had the business card for Simpson and O'Donnell Detective Agency on it, which Abraham Simpson was half of. Police then questioned Abe about the business card.
In the 1980s, Billy O'Donnell and Abraham Simpson ran Simpson and O'Donnell Detective Agency together. One day, a young Agnes Skinner went in to them and asked them to investigate her boyfriend, Charles Montgomery Burns, who she suspected of cheating on her. Abe and Agnes hit it off with each other and flirted with each other, but when Agnes saw that Abe had to babysit a young Homer, she went with Billy instead. However, Billy never returned after the investigation and Abe renamed the agency to "Simpson and Nobody Private Investigators".
Abe went to investigate what happened to Billy, but nobody knew what had happened to him except Agnes, who he couldn't get in contact with. Eventually, he managed to track Agnes down to the Springfield Squidport and they went on a date together. While in bed that night, Agnes revealed to Abe that Billy went after Burns but never returned after. In the present day, Grampa and Bart went to see Agnes and Abe asked her again what she knew. Agnes helped crack the case by showing Abe a sample of something the road was covered with that night and Abe went to confront Mr. Burns.
In the '80s, Abe also confronted Burns about his partner's disappearance, and Burns said that he took a one way trip to paradise. When Abe wants more details, young Homer ran into the room and Burns told Abe that he'd give Homer a job and never fire him if Abe would stop investigating, which he reluctantly agreed to. In the present, Abe confronted Burns again, who then revealed that Billy had in fact gone to live on a tropical island, then started a video call with him. Abe was surprised to see that Billy was still alive and wasn't the body that had been found in the cemetery.
After police did a DNA analysis on the body, they found it was the body of Harold Baumgartner, who wanted to be buried with his wife.
