The General is an Air Force general.

The General ran a program where sociopathic children were enlisted to run simulations involving shooting at enemy combatants. Bart, who had been brought to the asylum after pulling a prank on his family, was one of the children who took part. Bart proved to be really good at the simulation and completed the mission. The General then told Bart and the other kids that it wasn't a simulation, what they were doing was real. Bart got upset over this as he didn't want to hurt real people. Bart was then removed from the asylum due to not being a sociopath.
