Russ Cargill is a successful businessman and the antagonistic EPA administrator.

Biography
Russ is the United States Environmental Protection Agency's administrator and describes himself as a rich and successful man assigned to the least successful department of the government. He is first seen after a mutated squirrel is captured in Springfield, and presents it to President Schwarzenegger. He then proposes five different solutions to the mass pollution in Springfield and the result is a giant glass dome placed over the town. He appears to the townsfolk via a giant holographic screen and explains that because Springfield has become the most polluted town on the Earth, the government has decided to contain it. Later, the Simpsons escape the dome, and Russ orders extreme and somewhat strange measures to be taken in support of the containment of the town and towards the capture of the Simpsons. One of his henchmen responds by claiming, "Sir I'm afraid you've gone mad with power!" to which Cargill responds, "Of course I have. Have you ever tried going mad without power? It's boring; no one listens to you."

Cargill later appears once again discussing with the president, about a solution to dispose of Springfield and takes advantage of Schwarzenegger's attitude towards reading plans, tricking him into choosing a particular plan, which is to destroy Springfield. Later, Russ appears at a train station in Seattle after learning that Marge, Bart, Lisa and Maggie are on a train headed there and sends his troops in to capture them and return them to the dome. When the family are brought back after Homer's failed attempt to rescue them, Russ contacts the town once again via the screen and tells them that the EPA is going to destroy Springfield and everybody within the dome. A helicopter arrives, lifts a plug off the top of the dome and lowers a bomb on a rope in front of the now-destroyed City Hall. Russ impatiently oversees the countdown, and Cletus Spuckler distracts him so the townspeople can escape up the rope. Homer, who has climbed the outside of the dome, jumps through the hole and knocks everyone and the bomb off of the rope and accidentally brings forward the detonation timer, prompting Russ to disappear at this point. Once the bomb detonates outside the dome and shatters it, a worn and battered Cargill wielding a shotgun ambushes Homer and Bart at Springfield Gorge and prepares to kill them in a final attack, but he is pranked by Bart about the "Treasure of Ima Weiner" before he is suddenly knocked out by a large rock shoved off from a nearby ledge by Maggie before he can fire a single shot. Cargill is later terminated from his job as EPA administrator and later arrested for his crimes. He was later seen during the ongoing reconstruction.
*In The Simpsons Movie, Russ Cargill is voiced by Albert Brooks. His character has gone through many changes over the course of its development. An early version of the White House scene in the movie (available as a deleted scene in The Simpsons Movie DVD) shows an older model of Russ Cargill, who is arguably less menacing and antagonistic than the current incarnation. The older version is also the version given out in Burger King Kid's Meals promoting the movie, signaling this was a relatively late change in production.
*It was also originally intended for him to be defeated by President Schwarzenegger with a tree branch but it was changed to Maggie with a boulder.
*Russ Cargill was not the first villain intended for the Simpsons Movie. The original villain was to be Hank Scorpio from the season 8 episode "You Only Move Twice" and also voiced by Albert Brooks, but was changed for an unknown reason.
*In at least one draft of the film, Russ Cargill was going to die in the end.
Community discussion
OK, I really think we should have one of these like every four months or so. No need everyone going off and doing their own thing; we all need to be on one accord.

This is not intended to be a long rant by me. This is me opening up the discussion to the ENTIRE community on their concerns or ways to improve the wiki. So I’ll start…

First, an idea I have: Just because we’re an encyclopedia, doesn’t mean we have to look like one. We look dull. Is it any wonder why new editors never stay around, which is why I admire those that do month after month.

What am I saying? Let’s spruce the place up. I was hoping that when we moved over to Shout, we would makes ourselves look vastly cooler than Wikia. Instead, it’s the same old same old.

Whatever the case, my idea was this: Adding a poll, to be directly located under the infobox, to every episode article, allowing users to rate the episode. Remember, we’re fans of the show, first and foremost, and I for one would like to know what other fans think. Here’s an example:

<poll>
Rate “Who Shot Grampa’s Hat”.
A (Classic)
B (Very Good)
C (OK)
D (D'oh!)
E (Worst. Episode. Ever.)
</poll>

Then, each month, when we do the Featured Episode, we could display the average user rating (the one with the most votes), like so:

<div style="float:right;margin-left:1em"></div><p style="margin: .5em 0 0 3%; text-align:left; font-size:122%; line-height: 1.0">FEATURED EPISODE</p>
<div style="border: 1px solid #Yellow color dark; padding: .5em 1em; color: #000; background-color:transparent; margin: 3px 3px 0">
Old Money is the seventeenth episode of Season 2. It aired on March 28, 1991. It was written by Jay Kogen and Wallace Wolodarsky and was directed by David Silverman. Audrey Meadows guest starred in it as Bea Simmons, Grampa's new girlfriend. Professor Frink makes his debut in the episode. The episode features references to films such as If I Had a Million, and the Star Wars and Batman film franchises.

Grandpa Simpson falls in love with Bea Simmons, a fellow resident of the Springfield Retirement Castle. During the course of their brief romance, Bea passes away and leaves Grandpa her entire savings, $100,000. Grandpa decides to give the money to charity but can't decide which one is worthiest, but when he can't decide, Grampa heads for a casino to gamble it away.

Average User Rating: B - Read more of this episode | More featured episodes | Vote for Featured episode
<noinclude></noinclude>
</div>

We don’t have to use the parenthetical info, I was just playing around. I don’t know if it’s possible, but we can make the poll signed–in users only, so it’s more legit.

Anyway, that was my idea. Now on to the more important matters. We gon’ nip all this s**t in the bud, TODAY! Just kidding, anyways…

Behind the Laughter. Originally, it irked me, the ‘L’ being capitalized. Unless it is a proper noun or the first word in the heading, it should be lowercase. But now it doesn’t much bother me. AS LONG as it just with that heading, and nothing else. However, we still need to reach a consensus as a community on whether it should be lowercase or uppercase.

I was on Wikisimpsons Forum, and saw a discussion about guestimating ages, etc. I completely agree. My general rule is that, unless it’s given in the show, don’t use it. If a character doesn’t have a last name, don’t make on up—even if they are married. What’s the point of being an encyclopedia if we’re not going to be accurate? We can call her Gloria Jailbird all we want to—until it’s stated as such in an episode (or one of The Simpsons: A Complete Guide books), the character is still officially just known as “Gloria”. Take Herbert Powell. If his last name had never been revealed, we’d have countless editors saying it’s “Simpson”. If a character’s age or birthdate is not given, don’t guess one. Just leave it blank. Only if a character says they’re in their 50s, or such, should we be putting that down.

Next, prose. Past or present, in–universe or out –of–universe is the question. Although, as I had expressed at one point, past sounds more professional, what I don’t like is how often, are articles come off as sounding like historical accounts: “once”, “at one point”, etc. Past tense is fine for out–of–universe, but in–universe and past tense don’t mix (Wikipedia has a list of the problems with this, by the way - see "The problem with in-universe perspective"), which is why I had suggested switching to out–of–universe. But, as Brian McClure once said, no sense trying to compete with Wikipedia, so I agree we should stay with in–universe. I will just suggest that our articles be written in present tense. Again, I use Wikipedia’s reasoning as to why.

Brian also suggested using in–paragraph citations like Lostpedia does, which I think is a great idea as you would have the reference right there and, again, it’s just one more thing we can do so we don’t look like your average, bland wiki encyclopedia, with a list of references at the bottom of every article.

Well, that’s it for me, for now. Again, feel free to express your concerns or ideas. TheUnderfaker 16:55, 18 January 2011 (UTC)

:The Poll idea could be a good way to get people more involved, though its quite hard to make us look different to others wikis as we use MediaWiki like them. I presumed Behind the Laughter was capitalized as thats the episode name. Agree with the presumptions. They should all be removed when spotted. ----- A Kind of Madness - CJC / Blackadder 17:03, 18 January 2011 (UTC)

::I like the idea. Not sure if the poll should go underneath the infobox though, maybe a link could be added inside the infobox which links to the poll? I think that would work better. Also, it would be more convenient to do this since a Transcript link will also be probably added to the template soon. Not fussed on changing how we do the referencing though... Effluvium 17:14, 18 January 2011 (UTC)

:::I like the poll under the infobox however. It could be integrated into the template somehow. The whole tense thing is awkward though. I feel that it should be in past tense as these events have already happened. Episodes should be in present tense though. If you guys want, we could try out the new referencing, maybe even make a template for this, making the ref. smaller and up, like the actual reference numbers. The articles should not be put out of in-universe style as we have often spent so long putting them like this in the first place. ☆<span style="font-family:Algerian"><span style="color:green">The</span> <span style="color:red">Solar</span> <span style="color:blue">Dragon</span></span>☆ 17:27, 18 January 2011 (UTC)
::::Let me be clear: I think we should continue to use in-universe, and that episode plots should be written in past tense. It's just that I think all other articles, characters, locations, would be better served written in present tense.
::::And, Blackadder, there's always things we can do to make the wiki look better. For example, do our infoboxes have to look so...lame. TheUnderfaker 17:38, 18 January 2011 (UTC)
:::::LAME? I love the new infoboxes! I'm not fussed on the EpisodePrevNext template since it was redesigned however, but the infoboxes are awesome! I don't think we should change the infoboxes, before anyone goes there! Effluvium 17:42, 18 January 2011 (UTC)
::::::Mhhh... I don't like the poll inside the infobox. Nor inside the article (like pictures). It'd be the same problem as ads. Big squares taking space. Oh, wait, I have an idea. The poll inside the infobox, but hidden, using the show/hide function, like the Wikisimpsons at Wikia. 17:48, 18 January 2011 (UTC)
:::::::Yeah, that could work! Effluvium 17:51, 18 January 2011 (UTC)
::::::::I wasn'tsuggesting the poll be in the infobox, just under it. TheUnderfaker 17:55, 18 January 2011 (UTC)
:::::::::But under the infobox, it takes too much space. 18:00, 18 January 2011 (UTC)
::::::::::The poll integrated into it might be good with a show/hide feature. This would take up less space too. That is a good idea. Under it without the show/hide feature would take up too much space. Effluvium, we could remove the border on the EpisodePrevnext box as that was actually an accident and I never got round to removing it before another user changed the coding for the rest of them. Also, just thought you should know that I am in talks to get the Portuguese Wikisimpsons moved here. ☆<span style="font-family:Algerian"><span style="color:green">The</span> <span style="color:red">Solar</span> <span style="color:blue">Dragon</span></span>☆ 18:03, 18 January 2011 (UTC)
:::::::::::My thinking was that we would just format the width of the poll to match the infobox if we put it underneath, but show/hide inside the infobox is fine. TheUnderfaker 18:06, 18 January 2011 (UTC)
::::::::::::Yeah, show/hide is better, IMO. And OK, Solar, we'll get round to that sometime :) Effluvium 18:07, 18 January 2011 (UTC)
:::::::::::::But... I don't know how to implement that feature. We could call Smiley, or ask at Spanish Wikisimpsons. They use a template or something with a parameter to hide the box. We have a different style that does not work here. Either copying their javascript code, or, I don't know, asking them to help us. 18:09, 18 January 2011 (UTC)
::::::::::::::I'm sure that either me or ShoutWiki's staff could figure it out. == A Few Ideas ==

I have a few ideas on how to improve this wiki. Please comment.

1. Instead of projects why don't we have a project-portal thing. If you're wondering what portals are here's an example. It's a good way to add some colour to this wiki.

2. As well as having a general Featured Article why can't we have seperate articles for different subjects e.g. Featured Character, Featured Location etc. (In the project page)

3. Always put suitable names for images.

Again, please comment. dohsig

1. A portal for projects is a bit silly. Just a list of them will do.

2. The main page is already full enough. We couldn't possibly fit anything else on to it.

3. This is something I have been doing a lot and making sure all images are under good names. They are normally uploaded under good names now too. ☆<span style="font-family:Algerian"><span style="color:green">The</span> <span style="color:red">Solar</span> <span style="color:blue">Dragon</span></span>☆ 14:16, 4 February 2011 (UTC)
I would suggest just putting that on the front page, but if others agree that we should add games overall, then I'm fine with that too. <font face="Trebuchet MS">-- <span style="color:red; background-color:black; padding:2px; font-size:8pt; border:thin solid white;">WebkinzMania</span><span style="color:yellow; background-color:black; padding:2px; font-size:8pt; border:thin solid white;">Talk</span><span style="color:green; background-color:black; padding:2px; font-size:8pt; border:thin solid white;">Contributions</span><span style="color:blue; background-color:black; padding:2px; font-size:8pt; border:thin solid white;">Editcount</span></font> 13:07, 3 February 2013 (EST)
Inline CSS and vendor inclusivity
I see that the inline css is being included in templates. Consider offloading these to css classes to reduce the transclusion size. Maybe also compare the vendors that you're including to the traffic that you are receiving to see what vendor extension prefixes you still need. You've got a page that has gone over the limit for too many includes. Another (dirty) fix would be to raise the transclusion limit. Yet another fix is to upgrade the Mediawiki backend, the new template format is XML and the wiki handles the heavy lifting of all the css.--PlNG (talk) 12:41, June 15, 2023 (EDT)
Dead Bart is a Creepypasta that has become well known over the Internet. Many fans have been led to believe that it is real, although it is not.

Graggle/Gumbly Simpson
Graggle Simpson (also known as Gumbly Simpson. Weird Matt or Yellow Matt) is a fake lost character from The Simpsons. It was posted by an anonymous user on 2channel under the name of "Gumbly" in 2015, but it becomes a meme in 2021 and many fans have been led to believe that it is real with edited screenshots from various episodes and shorts to include the character and they remember his suppose appearance on The Simpsons (Mandela effect), although it is not. The fans alleged that the character's first appearance was in the short "Good Night" from The Tracey Ullman Show, along with the rest of the Simpson family.

The goggles do nothing!
The goggles do nothing!
Originating from the quote by Rainier Wolfcastle "My eyes! The goggles do nothing!" from the season 7 episode "Radioactive Man", the quote has been shortened to simply "the goggles do nothing". It is now a popular catchphrase used for conveying the horror of having seen something unwanted.

"Milhouse is Not a Meme"
Milhouse is Not a Meme
The phrase "Milhouse is Not a Meme" a paradoxical statement and a well-known debate on 4chan about what makes an Internet meme and what doesn't, using The Simpsons character Milhouse Van Houten as an example. Since the birth of the debate on 4chan in 2005, the phrase has been typically used to initiate a chain post of recursive nature. Due to its recurrence over time, "Milhouse is not a meme" is often referred to as a forced meme.

X Y is X
X Y is X (replacing "X" with a word and "Y" with another word) originated from the season 11 episode "Grift of the Magi". In the episode, Ralph said the phrase "fun toys are fun". This formula, also called "Redundant Adjective is Redundant", became some sort of a meme.

"You, sir, are and idiot"
"You, sir, are and idiot" is a slight corruption of the phrase "You, sir, are an idiot" said by Krusty the Clown in the season 9 episode "The Last Temptation of Krust". The "d" was added to the end of "an" by a 4chan poster to add an additional layer of irony.

"I must go, my people need me"
Taken from a line that Poochie (voiced by Roger Meyers, Jr.) said in the season 8 episode "The Itchy & Scratchy & Poochie Show", "I have to go now, my planet needs me" has achieved meme status. The quote came when, to write Poochie out of the show, they made Poochie an alien and said that he had to go back to his home planet. The frame then went upwards, simulating Poochie flying and then it was stated that Poochie died on his way to his home planet.

The misquote of "I must go, my people need me" as well as the "planet" variation are often edited onto pictures of someone in the air, looking like they are heading upwards into space.

Steamed Hams
Steamed Hams
A meme originating from the season 7 episode "22 Short Films About Springfield". The meme focuses on the segment of Principal Skinner and Superintendent Chalmers having a luncheon all the while Skinner tries to cover up suspicious things with lies. People have made parodies of the scene on websites such as YouTube.

Am I Disabled?
Am I Disabled?
Am I Disabled? is a reaction image originating from season 7's "King-Size Homer", where Homer was reading a pamphlet titled Am I Disabled?. Homer wanted to get a disability so he could skip the job's daily exercise so he read the pamphlet to see what he could do to get legally disabled.

Megaphone test
A meme originating from the season 8 episode "The Secret War of Lisa Simpson" where Bart attached many megaphones and said, "Testing!", causing various mishaps around Springfield.

Chair VS. Homer
A meme originating from the season 8 episode "A Milhouse Divided" where Bart hits Homer with a chair.

Hippo abuse
A meme originating from the season 19 episode "Mona Leaves-a" where toy hippos that Bart recorded his voice on mocked Homer with various insults such as, "Homer has a lard butt" and "cheese wang". Going berserk, Homer tore several of the toys up and stabbed one with a unicorn doll.

Dictionary:Kwyjibo
Kwyjibo, a made-up word used by Bart in "Bart the Genius", has been used as one of the names of the Melissa, along with "Simpsons" and "Kwejeebo".

Meh
While not originating from The Simpsons, meh has been thought to be popularized by the show.

D'oh
D'oh
D'oh has been added into the Oxford English Dictionary. It is commonly used by people both over the Internet and in real life.
"I, for one, welcome our new insect overlords"
Used by Kent Brockman in "Deep Space Homer", the phrase has now become used to express submission mockingly. It was also used in New Scientist magazine.

Idioms
Cheese-eating surrender monkeys
Cheese-eating surrender monkeys
Originally said by Willie in the episode "'Round Springfield", this phrase has been used in other media, most notably by Jonah Goldberg after France's opposition to the invasion of Iraq.

"Cromulent"
Dictionary:Cromulent
"Cromulent", originally said by Lisa in the episode "Lisa the Iconoclast" entered the Webster's Dictionary.

"Kwyjibo"
Dictionary:Kwyjibo
Kwyjibo, a made-up word used by Bart in "Bart the Genius", has been used as one of the names of the Melissa, along with "Simpsons" and "Kwejeebo".

Meh
While not originating from The Simpsons, meh has been thought to be popularized by the show.

D'oh
D'oh
D'oh has been added into the Oxford English Dictionary. It is commonly used by people both over the Internet and in real life.

Both meme and idiom
"I, for one, welcome our new insect overlords"
Used by Kent Brockman in "Deep Space Homer", the phrase has now become used to express submission mockingly. It was also used in New Scientist magazine.
*The song that the carollers sing is "The Little Drummer Boy" by Katherine Kennicott Davis.
*The video game Bonestorm is based on the Mortal Kombat series.
*Famous video game characters that appear to Bart include Mario, Luigi, Donkey Kong, Lee Carvallo, and Sonic the Hedgehog. Of the five, Lee Carvallo is the only one that tried to talk Bart out of shoplifting. In addition, Mario and Luigi's body shapes are reversed, Donkey Kong lacks a tie resembling his original appearance from his debut in Donkey Kong, and Sonic is depicted with a color palette consisting of all purple instead of blue fur, tan accents, and red shoes.
**The scene was remade for Lego Dimensions.
*The episode features Allan Sherman's song, "Hello Muddah, Hello Fadduh", played on the answering service in lieu of Don Brodka's message about catching Bart shoplifting.
*Among the games seen at Try-N-Save, a number of them reference pop-culture:
**Save Hitler's Brain: The game is a reference to the movie They Saved Hitler's Brain.
**A Streetcar Named Death: Is a reference to A Streetcar Named Desire.
**Angus Podgorny's Caper Toss: Is a reference to the character "Angus Podgorny" who was seen in various episodes of Monty Python's Flying Circus.
**Lee Carvallo's Putting Challenge appears to be based on Lee Trevino's Fighting Golf, a 1988 game for the Nintendo Entertainment System.
*The episode also mentions rapper and actor Tupac Shakur.
*Many clues point to the fact that Bonestorm is a game released for the Sega Mega Drive (Sega Genesis in North America).
**The console which plays Bonestorm uses cartridges.
**The boxes are snap-open video cases, unlike the Super Nintendo's plain boxes, and the Sony PlayStation's jewel cases.
**The graphics for the game are rather blocky, just like video game consoles of the time.
**In the commercial at the beginning, it shows that there is blood in the game. The Sega Mega Drive version of "Mortal Kombat", which Bonestorm is based, shows blood (only through a cheat code, but still. The Super Nintendo version of Mortal Kombat never had blood either, so it is likely that it isn't in the Super Nintendo of Bonestorm, if any, either.
*Marge says "Well, life is like a box of chocolates. You never know... (Bart makes noises) ... what you're gonna get.". This is a reference to the quote "Mama always said life was like a box of chocolates. You never know what you're gonna get." from the movie Forrest Gump.
*The store store detective says "I'm afraid your son broke the 11th commandment: Thou shalt not steal." That's actually the 8th commandment.
*Peanuts: When Bart imagines what Christmas would be like in Juvenile Hall, the Christmas tree seen in the background looks just like Charlie Brown's from A Charlie Brown Christmas.
*Homer tells Bart about the Police Academy films and impersonates "that guy, that makes sound effects" (Michael Winslow).

Goofs
*Maggie appears in every Christmas photo even though she is just one year old.
*The game Cfelbrity Tutopsy should be "Celebrity Autopsy". This is most likely an animation error.

Continuity
*A similar plot was used in the short "Shoplifting", where Bart shoplifts candy from the Springfield Grocery Store and gets caught.
*Maggie's soiled diapers also produce strong odors (and play a role in the storyline) in "The Strong Arms of the Ma" and in the comic story Maggie's Crib 5.
*Homer was drinking Zima.
*The song "Closing Time" by Semisonic plays when Homer and Marge are in bed.
*The statue "Moonbird" by Joan Miró is seen at Springfield University.
*Homer says that the college is nothing like Animal House.
*Sadgasm parodies Nirvana, a nihilist grunge band whose songs are parodied by the band. Homer even occasionally wears the T-shirt Kurt Cobain wore in the music video "Smells Like Teen Spirit" (the green striped t-shirt with long white sleeves).
*Sadgasm's first song "Kisses Are Dirt" is a parody of two of Nirvana's songs combined "Heart-Shaped Box" and "Frances Farmer Will Have Her Revenge on Seattle".
*The scene where "Marvin Cobain" calls his cousin Kurt to tell him about the new sound he's "been looking for" is a parody of the scene in Back to the Future where "Marvin Berry" makes a similar call to his cousin Chuck.
*As the beans come out of "Cutie-puss", "Bitter Sweet Symphony" by The Verve plays.
*"Weird Al" parodies Homer's song "Shave Me" (titled "Brain Freeze"), a parody of "Rape Me" by Nirvana
**This harkens back to his actual parody of Nirvana's "Smells Like Teen Spirit", Smells Like Nirvana, from 1992.
*Homer's song "Margerine" is a parody of "Glycerine" by Bush.
*Marge mentions that Britney Spears is on the horizon.
*Homer mentions that there will never be a president worse than Bill Clinton.
*Homer mentions the 2000 Olympics in Sydney.
*The nerd at the Sadgasm concert has a lunch-box with Bender on it.
*Moe's Tavern has been turned to a cigar bar, due to the cigar boom of the mid-1990s.

Trivia
*The songs sung by Sadgasm were, "Margerine", "Back Rub" and "Politically Incorrect (Kisses Are Dirt)".

Goofs
*Amy Rose was shown to have her redesigned modern appearance that was first introduced in Sonic Adventure, which wasn't released in America until the year 1999. Furthermore, Sonic himself is shown with his classic design; particularly with his mohawk that was primarily seen in early 90's promotional material in the US.
*This episode conflicts with other 'flashback' episodes. Past 'flashback' episodes feature Homer and Marge in their twenties/ early thirties during the eighties and early nineties and already had Bart, Lisa and even Maggie. This is due to the floating timeline that prevents anyone in the Simpsons from aging with no suitable reason as to why.
